OCC LOCAL RULES

The following Local Rules are to be read in conjunction with the Rules of Golf. For Full text of any Local Rule referenced below, please refer to the Official Guidance to the Rules of Golf effective January 2019, which is also available on the R&A website (RandA.org). Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty (loss of hole in match play or two penalty strokes in stroke play).

1) Out of Bounds (Rule 18.2)

A ball is out of bounds when it is beyond any boundary fence, the line between the course-side points at ground level of white stakes and fence posts defining the boundary of the course and when all of a ball lies on or beyond any white line defining the boundary of the course.

2) Internal Out of Bounds

During play of Aranda Hole 4 beyond the white stakes on the right of the fairway, as defined by white stakes is out of bounds. These stakes are treated as boundary objects during the play of Aranda Hole 4. For all other holes, they are immovable obstructions.

3) Alternative to Stroke and Distance for Lost Ball or Ball Out of Bounds

When a player's ball has not been found or is known or virtually certain to be out of bounds, the player may proceed as follows rather than proceeding under stroke and distance.

For two penalty strokes, the player may take relief by dropping the original ball or another ball in this relief area (Rule 14.3):

Two Estimated Reference Points:

a) Ball Reference Point: The point where the original ball is estimated to have:

- Come to rest on the course, or

- Last crossed the edge of the course boundary to go out of bounds.

b) Fairway Reference Point: The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer the hole than the ball reference point.

For purposes of this Local Rule, "fairway" means any area of grass in the general area that is cut to fairway height or less.

Size of Relief Area Based on Reference Points:

Anywhere between:

A line from the hole through the ball reference point (and within two club-lengths to the outside of that line), and

A line from the hole through the fairway reference point (and within two club-lengths to the fairway side of that line).

But with these limits:

Limits on Location of Relief Area:

Must be in the general area, and

Must not be nearer the hole than the ball reference point.

But the player may not use this option to take relief for the original ball when:

That ball is known or virtually certain to have come to rest in a penalty area, or

The player has played another ball provisionally under penalty of stroke and distance (see Rule 18.3).

A player may use this option to take relief for a provisional ball that has not been found or is known or virtually certain to be out of bounds.

4) Penalty Area (Rule 17)

a) Penalty areas are defined by red lines and/or adjoining stakes.

b) The penalty area on Aranda Hole 3 and 4 extends to and coincides with the out of bounds edge.

5) Drains

Drainage channels adjacent to and parallel to golf cart paths are treated as one obstruction.

6) Abnormal Course Conditions (including Immovable Obstructions) (Rule 16)

a) Ground Under Repair

i. Any area bounded by a white line.

ii. Edging grooves around the aprons or fringes putting greens are ground under repair but relief is only available if a ball lies in or touches a groove or a groove interferes with the area of intended swing.

a. Ball in General Area: The player may take free relief under Rule 16.1b

b. Ball on Putting Green: The player may take free relief under Rule 16.1d

b) Immovable Obstructions

i. Tee signs, light masts, OG boxes, life buoy posts, artificially surfaced cart paths, concrete holder of distance markers and drains including metal gratings except where so marked as penalty area, are treated as immovable obstructions.

ii. Drainage channels adjacent to and parallel to golf cart paths are treated as one obstruction.

iii. Internal OB stakes at Aranda Hole no. 3 & 4

7) Marked Flowerbeds and Staked Trees (No Play Zone)

Flowerbeds marked with "Flower Bed" Signs and young trees identified by orange stakes are no play zones:

a) If a player's ball lies anywhere on the course other than in a penalty area and it lies on or touches such an area or tree or such that the area or the tree interferes with the player's stance or area of intended swing, the player must take relief under Rule 16.1f.

b) If the ball lies in a penalty area, and interference to the player's stance or area of intended swing exists from such a tree, the player must take relief either with penalty under Rule 17.1e or with free relief under Rule 17.1e(2).

8) Stake / Lines

a) White               - Out of Bounds

b) Red/Yellow      - Penalty Areas

c) Orange             - No Play Zone (Protected Trees)
